Questions no research item answers; they need a decision by the keeper, and some need the project to exist for a while first.

• Whether the civic repositories move from SiliconSaga to a Front State GitHub organization, and whether Front State becomes a nonprofit.
• Submissions from outside Essex from the start? Proposal: accept, publish once that county has its own facility list.
• Individual rows or aggregates only once a group clears the suppression threshold. Default: aggregates.
• Facility-first or procedure-first navigation, for an audience that mostly has one insurer through work and can choose only the facility.
